NASHVILLE, Tenn. (WSMV) - A small business owner in Arrington said she may have to close her doors for good.

For months, Stacey Harris-Fish said she has dealt with a massive construction project outside her store, Three French Hens.

The Tennessee Department of Transportation project on Murfreesboro Road is being done to expand the road from two lanes to five lanes. However, Harris-Fish said the orange cones, trucks and dust have become intrusive and deterred customers.

“We have not had a single customer today,” Harris-Fish said.

No one stepped foot inside the business to support the 45 vendors and their families who sell projects at her store. She said she blames the construction outside for hurting her business at the worst time possible.

“This is the fourth quarter,” she said. “This is when retail does their biggest volume of business. It’s my Superbowl.”

This year, Harris-Fish said revenue is down 35%.

“I’ve had to literally be closed four days in October already because the construction cut through cable lines,” she said. “That puts us without a phone and without credit card services.”

WSMV4 reached out to TDOT and the project’s contractor, Vulcan Materials Company.

TDOT said Vulcan told them they are not blocking driveways. They also agreed to put up signs for alternative parking options, which we did not see on-site.

Vulcan Materials sent the following statement:

“Vulcan Materials Company is performing work for the Tennessee Department of Transportation (TDOT) on a six-mile project to widen State Road 96 from two to five lanes. We know that road construction upgrades can be disruptive, and we are working with TDOT to maintain access during the construction process.”

Harris-Fish said she now must depend on customers to help pay the price for the progress outside her door.

“They care about us,” she said. “They are wishing for us and praying for us that this will not hurt us to the point of having to lock that door one last time.”

The TDOT project is in its first of four stages, which is expected to be completed in June 2024.

TDOT provided the following statement about the project:

“The property owner has an agreement with Vulcan Materials Company (the contractor) for office space and an outside laydown yard for equipment, and we hope that both parties can do their part to work out the necessary accommodations for the tenants and customers.

In the meantime, we understand the frustration that comes with a project of this size and will do everything we can to ensure that the contractor maintains safe access to the businesses and signage directing customers onto the property.”

ARRINGTON, Tenn. (WZTV) -- Hundreds of people complained they waited hours in traffic in Williamson County to get to the Tennessee Renaissance Festival.

Residents that live near the event said they could not leave their homes all weekend.

Some festival goers dressed as knights and fairies, celebrated medieval times in Arrington.

The festival traffic stalled on roads leading into the festival grounds for hours, leaving residents frustrated.

“We’ve never had these issues in the past with traffic, not until Williamson county bought the fare and started routing traffic down our road,” Ashley LaQuiere, a 10-year resident, said.

“In the past, they've always blocked off our road,” LaQuiere said.

She said she lives less than half-of-a-mile from the fairgrounds and this year the county opened her road as a route to the event; something never done in years past.

“We probably waited two and a half. Thankfully, Ardyce had some UNO cards, so we just kind of played cards in the car while we waited,” Aidan Nichols, Murfreesboro resident and festival goer said.

Hundreds of people sounding off concerns on Facebook. Many asked if they'll get refunds.

Neighbors said they warned county officials about not blocking off their road, weeks ago.

“We feel like the county has basically said we don't care about you,” LaQuiere said.

“In my opinion, they're treating it as though all the matters is the money,” she said.

Williamson County Director of Parks said Saturday’s bad weather played a part.

“We lost over 200 parking spaces. And with an average of three or four people in the car, you're looking at anywhere from six to 800 people that we were having difficulty parking. Normally it's very well organized. But when we lost so much because of mud. It was a big mess and we admit that,” Gordon Hampton, Williamson County Director of Parks said.

He added they alerted people on social media to leave early.

The county posted last weekend as well-citing about traffic hold-ups at the fest.

Neighbors said they just access to their road back, like in previous years during the festival.

Nichols friend, Ardyce Mercier said although the wait was intense, they still had a great time.

“We didn't get to do a whole lot because we weren't in line for the turkey legs for a while but we still got to like walk around and look at the stuff but empty hats were really fun. But it was a great time,” Mercier said.

ARRINGTON, Tenn. (WTVF) — Driving from Franklin to Murfreesboro on state-owned Highway 96 can be a little stop-and-go these days because a road widening project is underway.

The major work requires some parking lots at small businesses to get torn up too, including at Three French Hens.

The owner of the antique shop says the work has brought business nearly to a halt.

"It's out of our hands and that's very frustrating as a business owner to be going down and to no fault of your own," said Stacy Harris-Fish.

Making sales during the fourth quarter of the year is critical for the businesses.

"As a small retail business, it's our Super Bowl. It's when we sell the most usually when people can get to us," Harris-Fish said.

The end goal is to turn 18 miles of two-lane road into five lanes.

Construction from just east of Arno Road to Wilson Pike is phase one of four. This first phase won't be completed until next summer.

"It's not just my baby. My store contains 40 other vendors, so this is affecting 40 families just in my store, not counting the ones in the neighboring store Mercantile 1858. I think he has about 60 vendors in his store," Harris-Fish said.

Vulcan, the company that the Tennessee Department of Transportation contracted, apparently has an agreement with the property owner to put out signs with customer parking instructions on them.

When NewsChannel 5 was on the property, our crew didn't see any.

TDOT provided the following statement.

“The property owner has an agreement with Vulcan Materials Company (the contractor) for office space and an outside laydown yard for equipment, and we hope that both parties can do their part to work out the necessary accommodations for the tenants and customers.
